At the Slovenian Customs Day 2025, held on March 13th at the Chamber of Commerce and Industry of Slovenia, key innovations in customs systems were presented, which will significantly impact the operations of companies in the international environment. Mag. Milan Kuščer provided a detailed presentation of several important innovations, which we summarize in this article.
Key Innovations in Customs Systems:
- ICS2 and Road Transport:
The ICS2 (Import Control System 2) system is designed to improve security in the import of goods into the EU. In road transport, the introduction of ICS2 will require carriers to submit preliminary data on goods, which will enable better risk management and faster customs clearance.
- April 1, 2025: Legal requirements for submitting data to ICS2 in road transport come into force.
- September 1, 2025: Deadline by which all road carriers must start using ICS2.
After this date, security declarations (VSD) will also be required in road transport, with the use of a transitional period possible without a special request.
VSD can also be submitted as a combined declaration (transit-security declaration) if the Member State already supports NCTS phase 6 after September 1, 2025.

- Single Customs Window:
- An EU initiative to simplify customs procedures by enabling single data submission.
- Companies will be able to fulfill all customs formalities through a single interface, reducing administrative burdens and speeding up procedures.
- NCTS Phase 6:
- The sixth phase of NCTS (New Computerised Transit System) brings upgrades, including improved goods traceability, greater process automation, and better integration with other systems.
- These improvements will contribute to more efficient transit of goods across the EU.
- Import Centralized Customs Clearance:
- This concept allows companies to carry out all import customs procedures in one EU Member State, regardless of where the goods enter the EU.
- This simplifies procedures and reduces costs for companies operating in multiple Member States.
- Future 'Data Hub' - EU Data Hub:
- The EU plans to establish a centralized data hub that will consolidate and analyze data from various customs systems.
- This 'Data Hub' will enable better risk management, faster fraud detection, and better strategic planning at the EU level.
- Brief Overview of MASP Projects:
- MASP (Multi-Annual Strategic Plan) includes a series of projects to modernize customs procedures in the EU.
- These projects cover digitization, improved interoperability between Member States, and the introduction of new technologies to increase the efficiency of customs procedures.
These innovations represent an important step towards modernizing and simplifying customs procedures in the EU and will facilitate business operations in the single market.
