🔔 NEWS: New data requirements for goods transported by road – ICS2 Phase 2
📌 From April 1, 2025, road carriers will be legally responsible for submitting a complete and accurate Entry Summary Declaration (ENS) in ICS2 for all goods entering the EU. The ENS must be submitted at least 1 hour before the arrival of goods at the first EU customs office.

🔹 Details of goods (description, 6-digit HS code)
🔹 Parties involved (carrier, consignor, consignee, buyer, seller)
🔹 Transport information (means of transport, shipment route, transport documents)
📅 Important dates:
✔ April 1, 2025 – mandatory data submission in ICS2 begins
✔ September 1, 2025 – final deadline for all road carriers to implement ICS2

New Requirements for Goods Entering the EU by Road Transport – ICS Phase 2
Road carriers are legally responsible for submitting a complete and accurate Entry Summary Declaration (ENS) into ICS2 for all goods. The ENS must be submitted at least 1 hour before the goods arrive at the first customs office in the EU.
The data to be submitted in ICS2 must include detailed information about the goods (including a detailed description of the goods and the six-digit HS code), the parties involved (carrier, consignor, consignee, buyer, and seller of the goods), transport information (means of transport, shipment route, and transport documents), and other relevant details.
What you need to do to start preparations on time
If you are a carrier registered in a third country and do not yet have an Economic Operators Registration and Identification (EORI) number, you need to register and obtain an EORI number from the customs authority of an EU member state.
Decide how you will submit the ENS into ICS2 by choosing one of the following options:
- Set up your own system access point (AS4) for direct submission of data into ICS2 from your system (you will need appropriate software)
- Find and agree with an IT service provider (ITSP)/customs agent to submit the ENS on your behalf
- Submit the ENS via the ICS2 Shared Trader Portal (STP).
Important Dates
- April 1, 2025: Legal requirements for submitting data into ICS2 for road transport come into effect.
- September 1, 2025: Final date by which all road carriers must begin using ICS2.
This means that by September 1, 2025, all required ENS (submitted into ICS2) must also be submitted for road transport. The transitional period in road transport is expected to be an option that the carrier can automatically use without having to apply for it separately.
ENS can also be submitted in the form of a combined declaration (Transit Security Declaration) if the EU member state at entry has already supported NCTS Phase 6 after September 1, 2025.
