We have prepared a contribution in export formalities for all new exporters to the western Balkan countries and their carriers. The countries of the Western Balkans include Albania, Bosnia and Herzegovina, the Republic of North Macedonia, Kosovo, Montenegro, and Serbia. Applicant countries for accession to European Union membership are still subject to stricter customs regulations and procedures.
In today's article, we focus on the specificities of customs procedures for the export of goods to the countries of the Western Balkans. At this place, we will focus on the various prticipants in the supply chain, i.e. the obligations of exporters, freight forwarders, carriers, Etc.
Export clearance of goods to western Balkan countries
Export clearance of goods means the dispatch of goods from the territory of the European Community to third countries. It allows Community goods to leave the European Community. Exports shall cover the application of exit formalities, trade policy measures, and export duties where appropriate.
Due to economic justification, customs clearance is carried out for any exporter from the EU.
Where goods have a preferential origin, an EUR.1 form shall be issued during export, allowing recipients to finish customs clearance at a reduced rate.
Advantages of the export customs procedure
- the procedure is carried out at the exit point of the EU,
- the possibility of customs clearance based on simplifications.
Obligations of participants:
Exporter
- applicable EORI and tax number,
- the authorisation to represent the freight forwarder,
- where applicable, the authorisation to issue EUR.1 together with all evidence of the preferential origin of the goods.
Carrier
- a duly completed CMR showing who the consignor is and where the consignment is intended.
Forwarder
- documentary control,
- verification of the validity of the tax number and EORI number,
- preparation of export documentation.
